What's the best way to publish classical guitar scores? There's no one answer but I will explain what I have tried and what my favourite method.
I am a Logic Pro user which has music engraving functionality but it's not as good as the dedicated solutions.
One of the most popular solutions is MuseScore. It is free and very established. It's simple software with one function. Do consider it. The only thing I don't like about it is that it tries to install background applications and tries to cross-sell other things.
My favourite solution is LilyPond which is a free open-source lightweight command line utility. I use it on macOS and Linux. It runs great even on a Raspberry Pi 4. It's part of the standard libraries.
It is a command line program that accepts a special markup code as input and outputs a PDF or SVG of the score.
